Changes to free school meals from September 2026
More than half a million additional pupils across England are expected to become eligible for Free School Meals (FSM) from
September 2026 as national eligibility criteria expand. Under the updated rules, all households receiving Universal Credit will qualify for FSM, removing the current £7,400 income cap. The Department for Education (DfE) estimates that this change could save families up to £495 per child each year in school lunch costs.
From September 2026
There will be three types of free school meal:
Targeted FSM, which continues to be based on the existing threshold, covering pupils who are in households in receipt of Universal Credit with annual household earnings of £7,400 or less
Expanded FSM, a new category covering pupils who do not qualify for targeted FSM, but who are in households receiving Universal Credit
Universal Infant Free School meals: these will continue for all pupils in Reception, Year 1 and Year 2 who don’t qualify under either of the above criteria. Families do not need to apply for these.
